Healtcare:

  • Ayushman Bharat to increase government spend on healthcare: Ayushman Bharat, launched in September 2018, aims at providing healthcare coverage of Rs. 5 lakh to 10 Cr families (50 Cr beneficiaries). Rs. 2,000 Cr had been allocated as part of budget 2018, which may increase to Rs. 10,000 - 12,000 Cr as per government’s estimates of yearly healthcare expenditure.
  • Tax benefits for preventive and wellness healthcare: With increasing burden of Non Communicable Diseases (NCDs), which are expected to compromise 75% of India’s disease burden by 2025, it is expected that under Section 80 D, government may increase preventive healthcare check up limit to Rs. 20,000.
  • Restoration of weighted deduction in respect of CAPEX: With the urgent need to add bed capacity for the nation, the deduction under section 35AD may be increased from 100% to 150% of capital expenditure incurred by institutions engaged in building and operating a hospital with at least 100 beds

Pharmaceucitals:

Focus on affordable medicines under Jan Aushadhi: To increase access to medicines at affordable rates coupled with the success of Jan Aushadhi stores with private franchisees, the government has planned to open up AMRIT (Affordable Medicines and Reliable Implants for Treatment) stores to individual players.

Reduced dependency on bulk drug imports: Pharmaceutical Export Promotion Council (Pharmexcil) is taking steps to reduce over-dependency on China for certain active pharmaceutical ingredients (APIs)/bulk drugs, and intermediates (key raw materials for APIs), with imports worth $2-2.5 billion as compared to only $200 million worth of exports. The Government has proposed setting up mega bulk drug parks, in order to boost domestic production of indigenous API and its intermediates.
